N2 - As the population ages quickly, the need for long-term care services also increased significantly. At present, the long-term care information system is fragmented, with no standardized database protocol, and lacking in vital functions. Not able to share and compile data has reduced effectiveness of the system. As a result, updated information could not be obtained while service managers and policy planners were in the process of devising relevant long-term care policies. Thus, the development of a long-term care information system should be an immediate concern for the government. Understanding the essence of care management mechanism, the process flow of various long-term care services, the needs of various users ranging from the clients to policy planners is essential for designing the system. The following elements are crucial in ensuring the success of the system: 1. Involve long-term care professionals, not just computer programmers; 2. Clearly identify the service flow and data contents; 3. Clarify the role and the function of the system; 4. Allocate sufficient manpower; 5. Standardize the data structure and protocols; 6. Other aspects such as the continuity, security, and accessibility of data, and compatibility with other systems. The information system will have many positive effects on the delivery and management of long-term care services, and the government should seriously consider the development of an integrated long-term care information system.
