Abstract

The battle over the Ethylene (E-series) and Propylene (P-series) glycol ethers had not attracted much attention in Taiwan until 1990. Our institute initiated the survey, and control projects of glycol ethers were conducted in 1990 and 1992. The research grant was funded by the Department of Health and the Council of Labor Affairs. From the survey, we found that quantities of E-series glycol ehters were imported and used in Taiwan. Serious consideration of the subject "Will Taiwan be a dumping site for toxic substances?" has been discussed. In the control strategies, major achievements include: 1. Education: Concepts of male reproductive hazard, Material Safety Data Sheet (MSDS) system, TLVs, industrial toxicology in organic solvents, etc. were delivered through journals, symposiums, seminars, mass media, etc. 2. Legislation: By means of proposing 1) new PELs, 2) priority list for Environment Protection Administration (EPA) toxic substance control, 3) custom regulation and industrial development planning, different governmental agencies were approached. 3. Technical Services: P-series glycol ethers were recommended for substitution. A newly patented P-series glycol ether, PMP (propylene glycol monomethyl ether propionate, Methotate), a comparable solvent to 2-EEA in solvency and much less toxic was recently developed in Taiwan. It highlights a new era of glycol ehters is coming.
