電子簽章導入醫療資訊系統之初探

Under the shrinking reimbursement of National Health Insurance, how to operate limited resources efficiently has been considered the most important task for health care organization administrators. However, the timely management of retrieving, accessing, storing and withholding of hospital medical record timely is pretty expensive and labor intensive. Building the electronic authentication of electronic health record (HER) in hospital information system may solve these problems, and is has also become the key initiative for paperless medical record. Personal Computerized Data Protect Act, electronic Authentication Act, revised Medical Act and HER documentation and Audit Regulations were consecutive passed from 1995 to 2005. Thus, the legislation for hospital HER is more complete and clearer in Taiwan. This study aims to introduce Electronic Authentication Act, HER Documentation and Audit Regulations, and Electronic Authentication techniques briefly. Many important issues will be also discussed respectively as follows: the appropriateness of hospital digital authentication system mandated by Ministry of Health, the benefits and constrains of Public key Infrastructure (PKI) technique, and the feasibility for hospitals adopting HER authentication system. In this starting stage, man obstacles and difficulties of hospital electronic authentication systems are needed to be overcome. At the same time, the security and privacy of HER are crucial and required all of us no learn mindfully includes the government, hospitals and the public.
