Abstract
Taiwan is facing the nursing shortage in hospital, because of high turnover rate, high
change rate, low desire into nursing environment of graduates, and difficult adaptability of
new nurses et.al. In the last five year, the supply of nursing manpower, registered nurses
are increasing in each year. But, the increase ratio of practiced cannot proportion to registered, resulted in down trend of practiced rate. The highly working stress and heavy workload, high nurse-patient ratio, frequent overtime, complex of nursing practice and heavy
responsibility that lead to tired out and fatigue on practiced nurses. But, the change of population structure, the vary and increase of requirement of nursing care, and non-proportion
increase of nursing manpower that caused the unbalance of supply and demand more seriously. Therefore, solve the issue of nursing manpower have to improve the competence
of nurses, decrease the nurse-patient ratio, change the working model of three shifts, and
advance progressive on positive practice environment. Base on our cooperation, that will
be solve of nursing manpower shortage and reach the balance of manpower supply and demand.
