Abstract
Fulfillment of the public's needs is an important public matter; therefore, decision making regarding public matters should involve the publics to participate. The Denmark citizen consensus conference model is a relatively effective and economical method to get the publics' involvement in decision-making process related to public matters. Although this method had been widely adopted in decision-making process worldwide, it has not been applied in health care related issues.
There are certain steps need to be followed when conducting citizen consensus conference. They are: 1 .framing the issue, 2.forrning the executive committee, 3.selecting participants, 4. holding pre-conference for the participants to receive a through briefing on the subjects, 5. proposing questions and selecting the experts who will answer the questions in the conference, 6.proceing the conference, 7. completing conclusions. Then, a citizen consensus conference was successfully held to revise code of ethics for nurses in Taiwan. Based on the rich result of the conference, it is recommended that Citizen Consensus Conference should be applied for the decision making of other health care related public matters in the future.
