This research discusses the Allison’s decision-making model for the ROC’s “ Project National Glory or Project Guoguang (Chinese: 國光計劃)”。Chiang Kai-shek initiated the war plan of retaking mainland China at 1961. Therefore, ROC military deployed exceeding 200 high-ranking military officers to finish this project. Army Lieutenant General Zhu Yuancong(朱元琮) took charge as director and officially launched the project to formulate a plan of operations for retaking Mainland China. In 1962, the People's Republic of China was carrying out the Great Leap Forward and failing. Therefore, the whole country was in poor condition and Republic of China President Chiang Kai-shek was in a hurry and wished to take advantage of the golden opportunity to retake mainland China at once. The missions began in 1965. After many failures, the project was dropped in July 1972. Since 1960s, Graham Allison presents three models of government (and bureaucratic) action, any of which might correctly explain what happened during the Cuban Missile Crisis. A central point is the difficulty in proving exactly why a government follows a particular course of action. This research assumes the models are useful and comprehensive tools for explaining the initiation, process and ending for the “ Project National Glory or Project Guoguang (Chinese: 國光計劃)”.
