Description
The Emergency Medical Services (EMS) is a medical infrastructure whose sole purpose is to ensure the proper treatment and transportation of emergency patients. Its responsibilities include field treatment, patient care during transition, and emergency care prior to admission to the designated facility. The EMS must be granted full access to all the databases of each medical facility regardless of municipality. The members and the system of Emergency Medical Services have to really control cross over the medical centers, regional hospitals and local hospitals, in coordination with operation and information exchange. In addition, candidates for the EMS must show a thorough understanding of the communication schemes and collaboration systems between these facilities. The allocation of personals, supplies, equipments, and adequate facilities in the event of large scale accidents is a process that the EMS thrives to maximize. This is done through the investment in an algorithmic system which processes the aforementioned variables and translates them into practical allocation schemes upon receiving stress signals. Though the information produced is solely for reference purposes, the result is deemed to be maximized during both idle and chaotic situations The main purpose of this research is to build a structure of resource management for the EMS and derive a suitable mathematical model for EMS operation. The model will bring into relevant environmental parameters, calculate and give suggestions for duty hospital that reciprocate the present situation. The initial establishment of this system consisted of expert consultation and field research. A collection of medical records were also included to help analyze scenarios and generate variables accordingly. It is then furthered by a conclusive database of case evaluations to help generate additional variables that will assist in the assessment. Finally, by plugging the information into what is referred to as a Near Optimal Solution of Assignment Algorithm, a solution leading to a best case scenario may be produced through simulation. Although Taiwan is currently equipped with Medical Emergency Operations Centers (EOC), which does to a certain extent, help allocate resources, paramedics and regular medical personals cannot access the system. The adoption of the new system would allow systematic distribution of useful information on an as needed basis, thus allowing each and every patient to receive the most appropriate medical treatment as soon as possible.
