In recent years, medical expenditures globally have shown considerable growth. In Japan, for example, it has grown from 8.5% of GDP to 9.5%, while in the Netherlands and Germany the porpotions have both grown to nearly 12% of GDP. For Taiwan and South Korea, medical expenditures were maintained at 5~6% of GDP, however, have also grown substantially to 6.5-7.0% after 2006. In addition, recent studies also suggested a clear positive relationship between the increases in medical expenditures and the elderly population. Hene, the continuous increase in medical expenditure and the need of medical care for the elderly population have become major concerns worldwide for countries including Taiwan. With the gradual maturity of artificial intelligence (AI), how to adopt AI in medical care to solve these problems has become the most anticipated development direction at present. Although AI is still far away from replacing the human brain and can not deal with issues such as common-sense judgment and emotional response, AI has gradually been able to carry out highly logical work other than just repeatable automation in specific fields, such as performing logical classification and judgments, and even aiding decision-making, through a great deal of information gathering and analysis training. Therefore, it has been a goal pursued by many countries to integrate the smart sensors, the Internet, standard specifications, augment intelligence analysis and augmented behavior of patients on the basis of the current medical information system by using AI to improve the patient's medical journey, reduce the patient's medical expenditure, and even establish a complete patient-centered health care system. At meanwhile, the security protection is also an important issue. How to make AI perform its functions without being musused and other problems leads concerns about designing security machanisms while we are trying to expand the application of AI. This project will draw on the current domestic and international application of AI technologies to the various medical and healthcare developments, and assess the feasibility and benefits of implementing AI into different topics such as prevention medicine, medical and diagonostic applications, remote and home care, through discussions with medical/AI experts. The assessment results will provide the Department of Health and Welfare the reference of policy planning and development. The implementation of the project is expected to hold three expert meetings, one international conference and yield three official reports on related topics of AI in medicine and healthcare.
