Health and welfare policies are involved with major people in the country which many people concern about. However, in the present situation, several health and welfare policy formulation in Taiwan results from multi-wrestling, even under political compromise, which is in lack of specific political strategic systematic research to support the decision making process. Before and after the policy applied, the government, industry and academic fields had to wait a clearer view from the policy research information provided and to support integration. In the process of policy implementation and the difficulties involved in substantive work, so the Center figure of architecture systemic problem solving and import methods through cooperation of internal and external team to engage health and welfare study on policy related issues.
